The packing rules of average weight are:

(1) The average quantity of the packages shall not be less than declared quantity

(2) Not more than 2.5% of the packages may be underweight by an amount greater than the tolerable negative error (known as the T1)

(3) No package may be underweight by an amount greater than two times the tolerable negative error (known as the T2)

Equipment

All equipment used must be stamped and verified, and offer a sufficient weighing resolution to ensure that the required tolerances can be met.
