The law relating to Average Weight is The Weights and Measures (Packaged Goods) Regulations 2006 (SI 2006/659).

Average Weight legislation states that it is the duty of the packer to ensure that the equipment used for making up and checking packages remains accurate at all times.

When a packer uses an automatic checkweigher the necessary records are usually part of the operation of the system. When using a non-automatic weighing instrument the packer will need to have a documented sampling scheme and must maintain records of the samples.

Tolerances

The basis of average weight calculation are tolerances. The first tolerance level is set in relation to the nominal weight of the item. This is linked to the TNE, or tolerable negative error.
